New Council administration

Cllr Kelsie Learney was elected Leader of Winchester City Council at the Annual Council meeting in the Guildhall last week. As the majority party, the Liberal Democrats have formed the Cabinet with new Portfolios being created in line with their priorities for the council. The photo below shows Winchester City Council's new Cabinet (from left to right) Cllr Lucille Thompson, Cllr Brian Collin, Cllr Kelsie Learney, Cllr Dominic Hiscock, Cllr Therese Evans and Cllr Eleanor Bell.

Cllr Learney, as Leader, will take responsibility for transformation and resources, with a focus on the Council’s budget and improving the use of the council’s assets including its property and land.

Two new roles for Cabinet members have been created; one for Winchester and the surrounding areas, and one for the rural parts of the district and the market towns. The new Cabinet members will act as ‘champions’ for communities and focus on improving the quality of life for local people in their areas.

Changes at Winchester City Council

You will no doubt have been following with interest the changes to national government since the election.  Winchester City Council has also been laying the foundations for a new way of working, and is currently completing a restructure which sees the formation of a Commissioning Team of three assistant directors.  Each of the postholders is accountable for delivery against one of the outcomes of the sustainable community strategy for the district, and these officers are 'matched' at Cabinet level by Member counterparts as follows:  Jen Anderson/Cllr Lucille Thompson - communities; Eloise Appleby/Cllr Dominic Hiscock - economic prosperity, and Robert Heathcock/Cllr Eleanor Bell - environment. They are developing change plans which focus and co-ordinate the Council's work in support of these outcomes. They will also be seeking to use Council resources and effort to secure genuine commitment from local partners to deliver key programmes.

Community Grants Scheme

Community Capital Grants – Closing date: 1 September 2010 Pound Sign

Groups wishing to apply for a Community Capital grant for 2011-2012 should be preparing their applications now as the closing date this year has been brought forward to 1 September 2010. All groups considering applying for a Community Capital Grant should inform the Community Grants Officer prior to making an application.

This scheme provides support to a range of community access buildings which provide services to the residents of the Winchester District. Capital grants cover physical building improvements (including disabled adaptations) and major equipment purchases. Applicants must meet the criteria details of which can be found on the Council website - www.winchester.gov.uk/grants and are included in the application pack. 

All groups considering applying for a Community Capital Grant should inform the Community Grants Officer, by telephone 01962 848582, or by email bheller@winchester.gov.uk, prior to submitting an application.

Small Grant Schemes 2010/2011 – Next closing date: 2 June 2010

Applications are invited for the next round of small grants for activities/projects that take place after 14 July 2010. Grants of up to £500 are available to not-for-profit voluntary organisations, community groups, or registered charities which run activities or projects that fall within one of the following five themes:

  1. Health and Wellbeing
  2. Safer and Stronger Communities
  3. Economic Prosperity
  4. High Quality Environment
  5. Inclusive Society

All activities/projects must be for the benefit of residents within the Winchester District

The closing date for the last round of this scheme is on 6 October 2010, which is for activities/projects that take place after 17 October 2010.

Winchester's Older Persons Partnership

The Winchester District Older Persons’ Partnership is a group of representatives from local government, healthcare providers, the voluntary sector and organisations who deliver services for older people in the Winchester District. The partnership is chaired by Gill Sweeney, who is the Hampshire County Council lead for Adult Services in the Winchester District. This group works together to ensure that services provided for older people in our district are efficient and meet the needs of the community. 

In the past year this partnership has addressed issues such as helping older people cope with bad weather, the creation of Over 55’s Forums around the District and providing assistance to carers. 

After much consultation with older people in the District, the partnership has now turned to one of their objectives for this year by focussing on the topic of volunteering. Chairperson Gill Sweeney says, “Volunteering can be a wonderful way for older people to contribute to their communities, have an impact on the lives of others and make new friends. This partnership is committed to assisting older people in the Winchester District to find volunteering opportunities that are meaningful and fun.”

The partnerships’ April meeting was devoted to the topic of volunteering and members discussed ideas for new programmes and innovative ways to encourage older people to volunteer. The partnership will also be supporting other organisations in their National Volunteering Week events, which will take place in June.

Free Funding Advice Fair - Waltham Chase

Winchester Area Community Action (WACA) are running a free funding advice fair on Saturday 19 June 2010
10am (9.45am for coffee) until 12pm, Waltham Chase Methodist Church, Curdridge Lane.

This event has been arranged for community organisations, clubs and societies to come along and find out about the services that WACA provides and the current funding opportunities available. There will also be an opportunity to ask questions and to network with other local groups.

Updated Guidance for Parish Councils on Climate Change

Defra and ACRE has recently published a booklet on local councils and climate change. This has prompted the Winchester District Strategic Partnership (WDSP) and Winchester Action on Climate Change (WinACC) to update its local guidance on what parish councils can do about climate change. The updated guidance also incorporates interesting ideas from a discussion at the October meeting of the Winchester District Association of Local Councils and can be found on the WinACC website at www.winacc.org.uk/parish-and-town-councils

The HPC traffic committee

All,

I have now been informed by the Hursley Parish Council (HPC), that following the open letter sent to the council a few weeks ago, there is now have a traffic sub-committee on the HPC.

I believe that this is a positive move and the sub-committee will soon be arranging a meeting, in the near future, to try and establish some priorities in terms of villagers concerns related to traffic and general road safety in the village.

The new team consists of :

·         Chris Rowden

·         Joe Winchester

I will keep you posted on when this meeting will be held and look forward to the support of those that have concerns regarding this issue.

On the subject of road safety there is a great website, aimed at the kids, called Tales of the Road, what happens when it all goes wrong.

Lengthsman - Survey results

All,

As a subscriber to the HVI alerts you will know that The Parish Council recently considered recruiting a “lengthsman” to maintain the common parts of the parish for actively than at present.  This could involve clearing footpaths and verges, removing litter and leaves, cleaning bus shelters and signs, clearing drains and culverts, and so on – in general any light-to-medium-duty work to improve the environment. 

In order to gauge opinions of what extra work, if any, is needed and how valuable it would be, a short survey was carried out over the last few months. 

Attached to this email is the report presented by Nick Molden on 17th May 2010 to the HPC General Meeting.

The next stage will be for HPC to discuss the options at its next meeting.

Reporting Road Faults

All

Following on from the HPC meeting on Monday 17th May.

One item mentioned on the County Councillors Report was regarding the reporting of road faults.

Everyone in the village is urged to report any faults as they see them or indeed dangerous situations they can see arising. The reason why this is important is that the more faults logged then the more funding allocated to our area to fix them.

There are a few ways of doing this, one is to send an email to roads@hants.gov.uk or a more interactive way, which has been recommended, is to use the website called fixmystreet.com This service notes all reports and sends to the council on your behalf, importantly they follow up on reports.

You can see from the “image snag” below that we have already reported what many believe is a dangerous corner at the south end of the village. We are sure there other areas that residents might be interested in reporting (like graffiti, fly tipping, broken paving slabs, or general safety issues).

Article from Steve Brine MP

Thank you to the residents of Hursley for giving me and the team such a warm reception during the recent General Election campaign.  Having been the Conservative candidate for more than three years I have of course campaigned in the village many times but it was good to talk to some of you again during April / early May and hear your thoughts on local and national issues.  I am so thrilled and honoured to represent this amazing constituency in Parliament, it is a great responsibility and one I will undertake with the utmost hard work and dedication.  I will always do my best, first and foremost, to be a good constituency MP.  I ran as a local candidate and I will continue in that vein as the Member of Parliament.

I am very aware that the election has at times been divisive but I think it is important now to move on and work together for the benefit of this area, just as the parties are rightly doing in Westminster.  I am here to represent everyone – those who supported me and of course those who did not.  I am determined to be fully open and accessible as your local MP, there when you need me but not interfering when you don’t. Villagers honoured by Mayor of Winchester

Villagers honoured by Mayor of Winchester

Two Hursley residents were chosen this year to receive the Mayor of
Winchester's Award for Volunteers, an award was created by Mayor Chris Pines
in 2007. Cicely Bull was nominated in the category Caring and Befriending,
whilst Ian 'H' Wells was nominated in the Innovation category. Cice,
together with husband Pete, and 'H' together with his wife Hilary, attended
a special ceremony in the Guildhall to receive their certificates from the
current Mayor of Winchester Dominic Hiscock.

Cicely's citation read:
"Cicely is the sort of person that every community depends on - caring,
befriending, always looking out for others. She has given selflessly of her
time and friendship, as well as her organisational and catering skills for
village events and the monthly Lunch Club. Cice has been nominated for this Mayor of Winchester's Award 2010 for her
exceptional service, over a span of fifty years or more, to members of the
elderly community of Hursley."

Ian's citation read:
"In Hursley village terms, Ian is a relative newcomer, but within a few
short years, he has made a tremendous impact on local communications,
bringing the 'parish pump' into the 21st century.

Ian, known as 'H', has been nominated for this Mayor of Winchester's Award
2010 in the category 'Innovation' for creating and managing the 'Hursley
Village Info' website and e-newsletter, 'By the village & for the village -
keeping you informed'.

Our warm congratulations go to both these worthy recipients.

Catalytic Converter thefts

Dear All,
 
THEFT OF CATALYTIC CONVERTERS
 
Police colleagues have asked me to pass you the following information.   
 
There were a significant number of thefts of catalytic converters yesterday
– 11th May, 2010 - during daylight hours at a variety of locations across
the borough.   A brief analysis of these thefts would suggest a route from
Hedge End, through Botley and Horton Heath, into Fair Oak and up into
Chandlers Ford - or the reverse.   The areas that appear to be mainly
targeted are large busy car parks.   Sainsbury at Hedge End (near the petrol
station), Marks and Spencer (by the food hall), Wyvern College of Technology
in the staff car park, Fleming Park Leisure Centre and ASDA at Chandler's
Ford were the main targets.   
Larger cars and people carriers were the vehicles of choice - especially
Citroen C8 and Peugeot 406 cars.   These offences occurred in broad daylight
in busy car parks, so be aware of what would not normally look out of place,
such as a recovery vehicle or mechanic apparently working on a vehicle. 
Some victims have reported having had someone park too close to their
vehicle or finding a shopping trolley blocking an adjacent bay after an
attack.   
Catalytic converters are always the subject of theft for their scrap value
(and can be removed very quickly), but the borough appears to have been
particularly targeted yesterday.  Please be aware and feel free to pass this
information on to family, friends and colleagues as appropriate.   
Should you witness suspicious activity or a theft in progress please report
to the police immediately by calling 999.

Secondhand books, DVD’s, Toys, China, Glassware, Jewellery, Linen, Bric a brac (more treasure than trash please) and plants as well as bottles

(alcoholic and non alcoholic) and chocolate for the tombola stalls.

Christian Aid Week

I wonder if I could put out a “May Day” for me regarding the Christian Aid week?  I volunteered to distribute collection envelopes and to collect them back in during this week but I have managed to bruise my heel and ankle and am only able to walk (painfully) quite short distances.

 

My collection area is basically North End from the King’s Head upwards including all properties on the Main Road and those round the close.  I have two requests for help:

 

1)       Anyone living in houses in this area – if you would like to make a donation to Christian Aid week please drop me an email and I’ll make sure you get an envelope (via carrier pigeon probably).

2)       Is there anyone that could deliver/collect a few for me?

Hursley 10k - 2010 Entries Now Open

The on line entries for the Hursley 10k 2010 is now open.

This is the 4th year we have run the Hursley 10k multi terrain charity event. What makes this event special is the varied and exclusive course route and the fact that proceeds from the race go towards John Keble Primary School and Hursley Parish Hall. With the kind permission of the Hursley Estate entrants get to run across land not normally open to the public and with further permission granted by IBM Laboratories UK we can offer a multi terrain cross country race to test the most experienced runner. This year we are delighted to announce the introduction of Chip Timing  which will enable us to disseminate details in various race categories.

"The Hursley 10k is a unique multi terrain charity event. You will be guaranteed a run that will be challenging and thoroughly enjoyable at the same time. This year’s run will take in new areas of the private Hursley estate. We hope you can join us." Richard Baker 2010 course organiser.

NO ENTRY ON THE DAY. A race limit of 600 is currently in place for this event. There is also a 1.5 k Fun Run for the kids.

Hampshire Vegetable Gardens

A short introduction to Hampshire Vegetable Gardens:

Hampshire Vegetable Gardens is a local, rural business that designs and builds vegetable gardens and helps empower people to grow their own veg, salads, fruit etc at home. We promote sustainability by working with local forestry projects and supporting local organic growers in the Hampshire area.

Our projects range from small start up veg gardens through to large scale landscaped productive gardens and community growing projects.

The designs are functional and will reflect the soil type and plants you wish to grow as well as being well crafted and presented. This may include raised beds, deep beds or terracing planted with veg, salads or soft fruits and edible hedges. We also build bespoke wooden garden furniture, planters and composters to suit the garden.

How it works:

We offer a free consultancy service where we visit the garden - look at the setting, take some measurements, access the soil and find out a bit more about the project, then we are happy to produce a sketch design and quote for the work.
